What a pro does

An emergency call gets triaged before anyone picks up a tool. The plumber wants to know what's wet, whether it's clean water or drain water, and whether the main has been closed already. Those three answers set the order of everything else. In most valley homes the main shutoff sits near the water heater in the garage or just inside a crawlspace access, which is worth finding on a calm day rather than a bad one. Drain-water emergencies get handled differently from supply-water ones. A backing-up main means no more water goes down anywhere in the house until the line is opened, while a spraying supply line means pressure comes off first and the repair follows. There's a separate wrinkle across a lot of Treasure Valley neighborhoods, where a pressurized irrigation system runs on its own untreated supply with valves nowhere near the house main. Shutting the wrong one accomplishes nothing. Once the water's stopped, the plumber works out what's a stabilization step tonight and what's a proper repair.

Water that's moving where it shouldn't and won't stop on its own, or drain water coming back into the house. A dripping faucet can wait. A supply line letting go inside a wall, or a main line backing into a shower, is the kind of thing that gets worse every hour it sits.
Commonly on the incoming line near the water heater, which in newer Meridian and Nampa construction usually means the garage. Older homes with crawlspaces often have it just inside the access hatch. There's also a curb stop out near the street, though that one is generally the utility's to operate.
If water is anywhere near an electrical panel, an outlet or a water heater's supply, killing the breaker to that circuit is a reasonable safety step before anyone goes near the wet area. Beyond that, leave the equipment alone and let a plumber look at it.
It does, just a fast one. The plumber has to know what failed before deciding what stops it, and a wrong guess under pressure usually means opening a wall in the wrong place. Stopping the water buys the time to get that part right.
