Does the house shutoff also stop the irrigation system?

Usually not. Pressurized irrigation typically has its own valve and its own connection, so closing the main inside the house leaves that side charged. Knowing where both valves are matters, because a burst backflow keeps running until the irrigation valve is closed.

My pressure drops hard when the sprinklers run. Why?
